Formula:

(Deadhead Miles / Loaded Miles) x 100

Fuel Surcharge (FSC)

Formula:

(Current Diesel - Base) / MPG x Miles

Base diesel: $1.25/gal (industry standard)

Average MPG: 6.5 for semi-trucks

Current diesel: ~$3.80/gal (check EIA)

Quick estimate: Add $0.35-0.45/mile FSC in current market
